The UK and US have finalized a major commercial pact that will maintain no tariffs on British medicine shipments being sold in the American market.

Key Provisions of the Deal

As part of the deal, the UK has agreed to raise funding on medicines through the National Health Service (NHS). This move guarantees that tariffs on these vital products will stay at zero for a duration of three years.

This agreement follows earlier warnings to hike duties on branded pharmaceutical imports, with potential rates floated reaching double the cost.

"This arrangement between the UK strengthens the worldwide climate for new treatments and introduces much-needed fairness to U.S.–U.K. drug exports," an announcement noted.

Trade Importance

Pharmaceuticals constitute one of the the United Kingdom's biggest goods shipped to the United States, which is by far the biggest destination for large companies like GSK and AstraZeneca.

Statistics indicate that in the year prior to last September, the UK sold drugs worth over eleven billion pounds to the US. This value made up a significant portion of British export trade in that span.

"This guarantee safeguards work, stimulates capital expenditure and paves the way for the UK to establish itself as a worldwide center for biotech and pharma," a minister commented.

Detailed UK Commitments

The pact involves several specific changes from the British government:

  • Price Threshold Increase: The UK will increase the price threshold at which it deems new treatments to be too expensive by a quarter.
  • Increased NHS Spending: There is a aim to increase total health service expenditure on drugs from 0.3 percent of GDP to 0.6 percent over the coming ten years.
  • Rebate Cap: The percentage drug companies must pay back to the NHS to stay within budget will be capped at 15%. In the past, repayments exceeded 20%.

Recent Tensions

This agreement follows a long-running dispute between the drug companies and the British authorities over spending levels and NHS adoption.

This friction were exacerbated by arguments that US consumers were paying several times more for the same drugs than consumers in the UK and Europe.

In recent months, several large pharmaceutical investments in the UK have been paused or abandoned, while multi-billion-dollar expansions have been announced toward American operations.

A senior figure publicly accepted that the NHS needed to spend more on drugs, noting that its spending on drugs had shrunk as a percentage of its total funding over the previous ten-year period.
